所谓交涉人（谈判者），即指通过掌握犯罪分子的心理，用谈判的形式与罪犯周旋，以解决案件的警种。为了对抗日益严重的欧美式犯罪，日本警视厅增设了交涉人这一部门。石田修平（三上博史）就是一名交涉人，他曾在FBI供职，具有丰富的破案经验，与美丽的女探员远野麻衣子（鹤田真由）为师徒关系，然两人默契的合作却遭到同事的猜疑和诽谤。远野因此丢到交涉人的职务，蜷居资料室中。
