廉政公署（ICAC）首席调查主任陆志廉，联合财富情报组（JFIU）总督察刘保强分别侦查贪污及洗黑钱案，但苦无线索，这时廉政公署L组（内部纪律调查组）组长程德明收到举报，指陆志廉收贿1200万，陆志廉无法辩解受到停职。刘保强发现陆志廉被人诬陷，并跟他们一直调查的洗黑钱案有着千丝万缕的联系，同时也怀疑新展银行经理游子新协助犯罪集团洗黑钱；陆志廉冒险前往王海禾的豪华游轮搜集罪证却遭到王海禾的囚禁，命悬一线。与此同时陆志廉发现是游子新陷害自己，并录下了相关罪证，为自己平反。在廉政公署的帮助下，陆志廉化险为夷，与刘保强一起瓦解了这个巨大的洗黑钱集团。。Framing StoryDr Martin (Robert Powell) arrives at a secluded asylum "for the incurably insane" to be interviewed for a job by the wheelchair-using, authoritarian Dr Lionel Rutherford (Patrick Magee).
